He and his team have developed a remarkable clientele, including some of the largest insurance companies in America, state governments, Boards of Education, as well as urban and rural transit providers. Under his leadership, CTS earned national recognition by the Community Transportation Association of America (CTAA) as an innovative model for Medicaid non-emergency medical transportation service.

Gail is a leader in the field of NEMT, currently serving as the chair of the national TCRP Project: Examining the Effects of Separate Non-Emergency Medical Transportation Brokerages on Transportation Coordination. With over 21 years of experience, Gail has operated Medicaid brokerages in both Oregon and Washington. She develops relationships throughout a variety of communities, then brings them together to implement successful collaboration projects. She led the development and implementation of new medical transportation brokerage software in the State of Oregon and brings this experience to TripSpark to enhance their NEMT software products.
